From the School Administrator manual, "In-App Notifications".

The bell icon in the nav bar shows an unread badge and a dropdown of recent notifications — the app's way of surfacing anything that needs your attention (e.g. a poll going live) without you having to go looking for it. Click through to the full notifications page for your most recent 300 notifications (Load more adds 30 at a time; at 300 the page says so instead).

A Notice's unread badge here always matches its unread state on the Notices list itself (Notices) and in the iPhone/iPad/Mac app — opening a notice anywhere marks it read everywhere, and "Mark as unread" on a notice's own page (or the equivalent swipe gesture in the mobile app) makes it unread again everywhere, including here. "Mark all read" clears every Notice's unread state too, not just the bell's own badge.
